Pike Bay Township April 10, 2018 Regular Monthly Meeting / 7PM Tony South called the meeting to order at 7 pm followed by the Pledge of Allegiance. Roll Call: Jason Ball, Linda Barsness, Richard Baird, Tony South, Arvin Gieseke, and Mary Almendinger Absent: Milt Lee Guests: Zeb Hemsworth, Joseph Falder, Levi Brown, Bill Connor, John Yochum Agenda: Motion to approve agenda by Richard Baird, Tony South second, carried. Public Comment: none Minutes and Records: Motion to approve minutes of Regular Monthly Meeting held March 15, 2018 by Linda Barsness, Jason Ball second, carried. Old Business: none New Business: Joseph Falder and Levi Brown discussed road vacation for new casino plans. Clean up day scheduled for May 5th, 2018 from 8 am to 1 pm. Mary Almendinger will verify that the City of Cass Lake wants to be included and share in the cost. Annual Road Tour scheduled for May 7th, 2018 at 6 pm. MAT training proved to be very informative for all who attended. Mary Almendinger will work with Richard Baird to develop a Road Policy. Review MAT’s new website for ideas and submit a photo of our Town Hall. Motion to approve Mary Almendinger, Clerk, to attend Election Training on June 27, 2018 at Breezy Point by Jason Ball, Linda Barsness second, carried. Cost is $50.00 plus travel expense. Other training available is Board of Appeal & Equalization, CTAS Beginner’s Class, Treasurer Workshop, Road Workshop for Supervisors and CTAS One-on-One. Registration must be submitted by June 18, 2018. Correspondence: Leech Lake River Watershed meeting to discuss progress on the development of a watershed plan. Meeting is May 10, 2018 from 10 am to noon at the Walker Area Community Center, 105 Tower Avenue, Walker, MN. Environmental Services Department sent proposed revision to the Land Use Ordinance, the Subservice Sewage Treatment System Ordinance. Public hearing was held April 9, 2018. Cass County Sheriff sent letter introducing Chad Emery as the new Emergency Management Coordinator. Election Calendars and schedules. Cass County Sheriff’s Office sent reports of 2017 Activity. They responded to Pike Bay Township 2,413 times. Financial Report: April disbursements for Checks #14056 thru #14094 and 3 electronic transfers totaling $35,824.57. These figures include the end of month Payroll for March, and mid March for the Police officers, and the bills that were received through 4/10/2018. Motion to approve disbursements as presented. Public Safety Committee: Letter responding to the complaint regarding Zeb Hemsworth by Amos LaDuke was reviewed. Motion to approve letter and mail to Amos LaDuke by Linda Barsness, Richard Baird second, carried. Clerk Report: Annual Financial Report submitted to Minnesota State Auditor on March 30, 2018. Bemidji Communications assisted me in implementing a new back-up system for laptop. Installed update for CTAS that includes some improvements and new reports. Worked with Miller, McDonald to prepare the 1st Quarterly reporting for 2018. Mailed letters to agencies requesting donations regarding our policy of not offering contributions. Discovered error in FICA withholding going back to 2011. Will work with Miller, McDonald to remedy. Submitted letter to IRS regarding penalties for late filing of W-2’s for 2014 that were never submitted to IRS. Will seek advice from Miller, McDonald in regards to IRS letters regarding overdue taxes from 2011 through 2016. MAT training included Legislative updates, MATIT Insurance update, MAT’s new website review, CTAS payroll procedures, entering investment income, and Publish or Post refresher. Road Report: Richard Baird presented report. He indicated that the roads are in poor condition at this time. Roads need graveling and crack sealing. He is working with PBF Specialties regarding the crack sealing. He will work with Mary Almendinger to update road records before the Road Tour that is scheduled for May 7th, 2018. Road Related Correspondence: Information to order chloride for 2018 from Cass County Highway Department. Road Salt Contract Orders for 2018-19 from Office of State Procurement. Received letter March 28th and deadline to order online with the State was March 29, 2018. Information on patching potholes. Fire Department Meeting Report: The fire department is seeking new grants to purchase property and construct a new building to house a fire truck. One of the trucks is old and needs replacing. They are looking for a ladder truck to replace the old one. Keig Coss has accepted the position as the new Fire Chief.
