Minutes Pike Bay Township May 8, 2018 Regular Monthly Meeting / 7PM Tony South called the meeting to order at 7 pm followed by the Pledge of Allegiance. Roll Call: Tony South, Richard Baird, Milt Lee, Linda Barsness, Jason Ball, Mary Almendinger, and Arvin Gieseke Absent: none Guests: Zeb Hemsworth, John Yochum, Cubbie Storlie, Amos LaDuke, and Bill Connor Agenda: Motion to approve agenda by Milt Lee, Richard Baird second, carried. Public Comment: Amos LaDuke discussed concerns regarding the Police Department. His concerns included the Public Safety Committee meeting and Zeb Hemsworth’s presence and the need for officers to respect people of color. The board encouraged the community to come forward with issues that concern them and appreciate Amos LaDuke taking an active role in the community. Old Business: none New Business: Discussed recommendations for road improvements based upon our road tour on May 7, 2018. -Motion to approve the following road improvements by Milt Lee, Linda Barsness second, carried: * reclaiming gravel on Richard Road, Walden Road, Russell Road and Newstrand Road *add 2” inches of gravel on Richard Road, Walden Road and Russell Road *gravel portion of Tom’s Resort Road -Motion to approve chloride for gravel roads up to $6,000 by Linda Barsness, Milt Lee second, carried. -Motion to approve purchase of machine to apply crack seal material by Richard Baird, Jason Ball second, carried. -Motion to approve purchase of 7 pallets of rubber crack seal material to crack seal the following roads by Milt Lee, Richard Baird second, carried. Roads to be crack sealed include: Lower Frontage Road, 63rd Avenue, Tom’s Resort Road, Angler’s Beach Road, Sah-Ka-Tay Loop Road, Pine Street, and Golf Course Road. -One stop sign on Doppleganger Road needs replacing, posts on 63rd Street need to be removed and prices for slow traffic signs will be researched. New Business continued: Discussed vacating our portion of Upper Frontage road and Cemetery road. Milt Lee agreed to help research the recorded documents for these two roads. Motion to approve liquor license for Cass Lake Lodge by Richard Baird, Milt Lee second, Jason Ball abstained, carried. Motion for Birch Villa Resort to rebuild a cabin by Richard Baird, Milt Lee second, Tony South abstained, carried. Correspondence: Couri & Ruppe, P.L.L.P is offering Township Legal Seminars. Fairview Township gathered and sent information regarding gopher bounties in other townships. Enbridge sent an invitation to join in a guided tour of our local pump station on May 15, 2018 from 1 pm – 3 pm or 4 pm – 6 pm. Cass County is working on a standard permit/agreement about road crossing permits from Enbridge to accommodate the proposed Line 3 project. Financial Report: April disbursements for Checks #14097 thru #14141 and 3 electronic transfers totaling $25,844.85. These figures include the end of month Payroll for April, and mid April for the Police officers, and the bills that were received through 5/8/2018. The committee recommended that the Police Department continue with the current police chief as our only full time employee at this time. This option would allow using our part time officers as needed. The board will review process and look at new options each month. Removed full coverage insurance on the Silverado and 2003 Impala. Insurance was renewed on the 2003 Impala. Road Report: 2018 Annual Road Tour took place on May 7th, 2018 at 6 pm. Improvements to be arranged by Richard Baird. Chloride should be done early. Need to discuss township parking lot at next meeting. Fire Department Meeting Report: none Clerk Report: State and Federal Quarterly reports were submitted. Working on recruiting election judges. Working on getting information to move forward with vacating roads to Leech Lake. Review bank statements to reconcile payments was tabled for June meeting.
