Pike Bay Township Tuesday, May 14, 2019 Regular Monthly Meeting / 7PM Richard Baird called the meeting to Order at 7 pm followed by the Pledge of Allegiance. Present: Richard Baird, Linda Barsness, Michael Reyes, Reuben St. Cyr, Ryan Erickson, Arvin Gieseke, Treasurer and Mary Almendinger, Clerk Absent: none Guests: Zeb Hemsworth, Cub Storlie and Alan Olson Agenda: Motion to approve agenda by Reuben St. Cyr, Michael Reyes second, carried. Public Comment: none Minutes and Records: Motion to approve minutes of Regular Monthly Board Meeting held April 9th, 2019 by Ryan Erickson, Linda Barsness second, carried. Motion to approve minutes of Board of Appeal and Equalization Meeting held April, 15th, 2019 by Linda Barsness, Michael Reyes second, carried. Motion to approve minutes of Annual Road Tour Meeting held May 5th, 2019 by Reuben St. Cyr, Richard Baird second, carried. Old Business: Clean up day was a success. Road items to discuss from Annual Road Tour. Estimates submitted by Storlie Construction: Motion to approve estimate from Storlie Construction to add gravel to Doppelganger Road when it is scheduled to be bladed by Reuben St. Cyr, Linda Barsness second, carried. Board decided to get additional estimates for work on Sah-Kay-Tay Loop Road and Newstrand Road. Letters will need to be sent to property owners affected by the proposed road work. Motion to approve chloride for Little Wolf, Richards, Peterson and Walden Road by Ryan Erickson, Reuben St. Cyr second, carried. Wilkenson Township needs to be contacted regarding boom trimming trees on Wilkenson Road. Ryan Erickson and Richard Baird will check out sink hole on Richards Road which is getting larger. PBF Specialty Mowing will be sweeping, mowing and brushing all roads. Ryan Erickson and Richard Baird will set up a road zoning system to assist with the process of submitting claims for road work payments. New Business: Motion to approve Resolution for Off Sale Liquor License to Orton Motor Inc. known as Cass Lake Cenex by Ryan Erickson, Linda Barsness second, carried. Motion to approve Resolution for On Sale Liquor License to Sandtrap Golf Course by Michael Reyes, Reuben St. Cyr second, carried. Motion to approve Resolution Authorizing Contract With Interested Officer to approve Ryan Erickson and Richard Baird to remove and repair township signs and posts and remove road hazards as necessary for hourly wage by Linda Barsness, Michael Reyes second, Ryan Erickson and Richard Baird, abstained, carried. Review of U. S. Forestry Agreement is tabled in order to get more information and legal opinion. Review Cass County Resolutions involving Pike Bay Trail. This is a cart-way and a letter needs to be sent to Storlie Construction notifying him that we cannot accept claims submitted for road work. The letter should also clarify that the City of Cass Lake will do snow plowing on Lower Frontage Road. Review and update Road Sign Policy is tabled. Correspondence: Cass County sent letter regarding two recent Minnesota Tax Court cases that have reached judgment. First case was Enbridge and Cass County has remitted payment back to Enbridge. The second case was Great Lake Gas and revised tax statements were sent out, meaning collections in 2019 will be less by the amount listed for your entity in relation to that case. This is also an abatement, but for taxes not yet collected. Financial Report: May disbursements for Checks #15025 thru #15068 and 4 electronic transfers totaling $19,932.41. These figures include the end of month payroll for April, and mid-April for the Police officers, and the bills that were received through 5/14/2019. Check #15024 to Storlie Construction for $4,175.00 was voided. Motion to approve disbursements as presented by Michael Reyes, Linda Barsness second, carried. Motion to begin process to hire a new police officer by Michael Reyes, Reuben St. Cyr second, Ryan Erickson voted aye, Linda Barsness voted nay, Richard Baird voted nay, carried. Motion to approve Police Liability Insurance if the cost is the same or less than last year by Reuben St. Cyr, Linda Barsness second, carried. Michael Reyes and Zeb Hemsworth will work on getting the Joint Law Enforcement Agreement in place with Leech Lake. Road Report: No report. Fire Department Meeting Report: Michael Reyes presented report. Some changes will take place regarding the percent of Joint Powers. In June; the township will present a motion to approve a new Rescue Truck. Clerk Report: Sarah Sonsalla, tax attorney, followed up with IRS regarding IRS penalties and interest that accumulated since 2011. A motion to leave the amounts in non-collectable status and wait for the 10 year statute of limitations to run out by Michael Reyes, Richard Baird second, Ryan Erickson abstained, carried. Gathered information and statute for investments and emailed to board. A broker will make a presentation to our board in the near future. Clarified insurance coverage with Minnesota Association of Townships. Our buildings, building contents, vehicles, and Workman’s Compensation are covered with MAT. The board is insured for disability insurance and life insurance; in addition to bonding for clerk and treasurer. The Police Department has liability insurance with Meadowbrook Insurance. Drew up and implemented Construction Contract with Shepard Excavating for clean up day. Filed 941 Quarterly reports for the first quarter. Spoke with Cass County regarding road repairs and ditch clean up by Sentence to Serve. Updating road information and still working with County on differences.
