Pike Bay Township July 10, 2018 Regular Monthly Meeting / 7PM Meeting called to order at 7 pm by Tony South followed by the Pledge of Allegiance. Present: Tony South, Richard Baird, Linda Barsness, Jason Ball, Arvin Gieseke, and Mary Almendinger Absent: Milt Lee Guests: Zeb Hemsworth, Darold Madigan, and Lee Giffen Agenda: Motion to approve agenda by Richard Baird, Tony South second, carried. Public Comment: none Minutes and Records: Motion to approve minutes of Regular Monthly Meeting held June 12th, 2018 by Jason Ball, Richard Baird second, carried. Old Business: Darold Madigan and Lee Giffen discussed vacating our portion of Upper Frontage road and Cemetery Road to Leech Lake Band of Ojibwe. The Board requested a Resolution from LLBO outlining reimbursements for Township expenses. Tony South and Mary Almendinger will work together to submit letters to the City of Cass Lake and to the residents who will be affected by the traffic and proposed work to be done on the Cemetery Road. No bids for soffit and facia repair were submitted. This item was tabled and more attempts at receiving bids will be pursued. Flashing/clips on gutters over garage doors will be added. Reviewed bids for seal coating and repairs to township parking lot. Five companies were contacted and 2 bids were received. Minnesota Seal Coat was the low bidder. Jason Ball made a motion to accept Minnesota Seal Coat Company to do repairs on township parking lot, Richard Baird second, carried. New Business: Motion to approve wages of $17.50 per hour and federal travel allowance for reimbursement to training for election judges and approve regular wages for clerk to fulfill election duties by Richard Baird, Jason Ball second, carried. Motion to approve Resolution Authorizing Contract with Interested Officer for Arvin Gieseke to act as an election judge by Richard Baird, Linda Barsness second, carried. Motion to approve Monday, August 13th, 2018 as the new date for August meeting to allow for August 14th, 2018 Statewide primary election by Richard Baird, Jason Ball second, carried. New Business continued: Motion to approve Cass Lake Lodge Evacuation Plan by Richard Baird, Tony South second, Jason Ball abstained, carried. Motion to approve Resolution No. P1-2018 by Linda Barsness, Jason Ball second, carried. Motion to approve Court Data Services Subscriber Amendment to CJDN Subscriber Agreement and approve State of Minnesota Joint Powers Agreement by Jason Ball, Richard Baird second, carried. Correspondence: Emergency Management Coordinator reported flooding damages met the State Damage Threshold. To date approximately $72,500.00 have been reported in damages. Cass County Planning Commission conducted a regular meeting on Monday, July 9, 2018. Field inspections for several variances have been completed. Financial Report: July disbursements for Checks #14677 thru #14703 and 3 electronic transfers totaling $26,587.39. These figures include the end of month payroll for June, and mid June for the Police officers, and the bills that were received through 7/10/2018. Motion to approve disbursements as presented by Jason Ball, Linda Barsness second, carried. Motion to approve Zeb Hemsworth to apply and attend Investigative Techniques Related to the Enforcement of Illicit Drug Trafficking in Indian Country, September 24-26th if accepted by Linda Barsness, Jason Ball second, carried. Road Report: Roads are bladed; still no chloride, mowing and crack sealing in progress. Fire Department Meeting Report: There will be no one available to attend July meeting. Clerk Report: Reviewed minor repairs and spring cleaning for town hall with Nina Burnett. Worked on scheduling election judges and training. Attended two trainings involving election responsibilities. Worked on vacating the Upper Frontage Road to Leech Lake. Spoke with Joseph Fowler and explained we need to get approved for all reimbursements from the tribe for any expenses we incur before we will schedule a public hearing. He will work with the tribal legal department to attain approval. Spoke with Lee Giffen regarding Cemetery Road and he will contact Joseph Fowler and work with him. Continued contact with Miller McDonald concerning penalties on unpaid withholding taxes. Contact tax attorney to get information. Billed City for Clean Up Day. Motion to accept reviewed bank statements as reconciled by Richard Baird, Jason Ball second, carried.
