Pike Bay Township October 10, 2017 Regular Monthly Meeting / 7PM Tony South called the meeting to order at 7 PM followed by the Pledge of Allegiance. Present: Tony South, Richard Baird, Jason Ball, Linda Barsness, Milt Lee, Arvin Gieske, and Mary Almendinger Absent: Guests: Patrick Hughley, Leanne Golley, Todd Golley, and Joe Malyuk from Enbridge and Zeb Hemsworth Agenda: Motion to approve agenda by Milt Lee, Linda Barsness second, carried Minutes and Records: Motion to approve minutes of Regular Monthly Meeting September 12, 2017 by Richard Baird, Milt Lee second, carried. Old Business: Milt Lee, Linda Barsness and Mary Almendinger attended Enbridge Command Post Response Pipeline Exercise at Sanford Center on September 27, 2017. New Business: Presentation by Patrick Hughley of Enbridge Line 3. Thirty to forty Leech Lake employees participated in the Command Post Response Pipeline Exercise. The process of how to deactivate and replace Line 3 was discussed. They also clarified road crossings in Pike Bay Township. Levi Brown is representing the Leech Lake Band in requesting vacating Upper Cass Frontage Road in regards to the plans to build a new casino along that road. He was not able to attend this meeting to answer questions and the issue was tabled. The board would like to see the plans for the new casino and also possibly interested in negotiations regarding the Cemetery Road. Rules for vacating a road will be available for the next meeting. Motion to approve liquor license for Birch Villa Resort by Richard Baird, Linda Barsness second, Tony South abstained, carried. Motion to approve liquor license for Sah-Kay-Tay Beach Resort by Jason Ball, Richard Baird second, carried. Review bids for plowing town hall parking lot. Motion to continue using Shepard Excavating as the lowest bidder by Tony South, Jason Ball second, carried. Richard Baird was reelected as District V Director at the Cass County Association of Townships Conference. Motion to approve pay for Zeb Hemsworth to attend Emergency Management Training and take charge of Pike Bay Township Emergency Response Team and work with the Public Safety Committee which consists of Linda Barsness, Jason Ball and Mary Almendinger to implement a plan by Milt Lee, Linda Barsness second, carried. Correspondence: Cass County Notice of Hearing for a Conditional Use for Little Wolf Resort to be held October 9, 2017. Minnesota Notice of Availability of Final Environmental Impact Statement for the Proposed Line 3 Pipeline Project. Minnesota Public Utilities Commission Notice of Public and Evidentiary Hearings for the Proposed Line 3 Replacement Project. Blue Cross health insurance premiums raised from $310.00 per month to $462.00 per month for an increase of $152.00 per month effective January 1st, 2018. The refund of $2004.00 we received in April 2017 for no medical claims should cover the increase. Minnesota Unemployment Insurance refund of $5,500.00. Financial Report: October disbursements for Check # 13782 thru # 13815 and 3 electronic transfers totaling $22,153.37 . These figures include the end of month Payroll for September, and mid September for the Police officers, and the bills that were received through 10/10/2017. Motion to approve disbursements as presented by Milt Lee, Jason Ball second, carried. The issue of increasing Liability Insurance from 1 million to 2 million with Meadowbrook Insurance Company will be revisited in July of 2018. Mary Almendinger will send a thank you note to Dr. Matthew Steihm at the Leech Lake Tribal College for volunteering his time to participate on the hiring committee for the new police officer position. Road Report: Richard Baird presented report. Storlie Construction graded and shaped all the roads and they are in good shape. Second mowing has not been done yet. There is no wild parsnip on any township roads yet. Information regarding wild parsnip will be posted on township website. Fire Department Meeting Report: Tony South presented report from October 4th meeting. The construction of a new fire hall is on hold for now. They have a surplus of operating dollars in the pool. The Fire Department received some new equipment. The Fire Department retirement fund was approved. There was no vote to change member district enrollment for Fire Department from 1 year to 3 years or 5 years.
