Pike Bay Township October 9, 2018 Regular Monthly Meeting / 7PM Tony South called the meeting to Order at 7 pm followed by the Pledge of Allegiance. Roll Call: Tony South, Richard Baird, Milt Lee, Linda Barsness, Jason Ball, Arvin Gieseke and Mary Almendinger Absent: none Guests: Zeb Hemsworth, Chuck Lahmen Agenda: Motion to approve agenda by Richard Baird, Milt Lee second, carried. Public Comment: none Minutes and Records: Motion to approve minutes of Regular Monthly Meeting held September 11, 2018 by Milt Lee, Jason Ball second, carried. Old Business: Waiting for LLBO to sign Road Agreement. Motion to set a tentative hearing of November 13th, 2018 at 6 pm for road vacation with the understanding that if a signed agreement is not received from the LLBO the hearing will not be held. Update from Sarah Sonsalla. Minnesota Revenue has captured all the penalties that were assessed and later paid by the township. The total amount from 2011 to 2017 was $13,682.42. The Township should have received $14,080.15 in refunds that was not applied against anything owed. It is important to verify that these payments were received. So far $3,642.09 has been verified. Abatement papers to MN Revenue can be filed requesting forgiveness for interest and penalties. Township currently owes $79,538.55 to the IRS. IRS records show that they did not received W2s for 2011 – 2014 or 941 forms either. Sarah found copies showing that they were sent once by fax and once by mail. She will resend a 3rd time to the agent she is dealing with. Sarah was referred to the Collections Department to put matter “on hold”. Collections Department referred her to a Revenue Officer. It will take 90 days to be assigned to a Revenue Officer and we will need to wait for them to contact her. After talking with the IRS it seems likely that the IRS would forgive 90% of the penalties and interest. Sarah Sonsalla drafted a letter for the State Auditor. Motion to approve the letter to be sent to the State Auditor and to file abatement papers to MN Revenue by Tony South, Milt Lee second, carried. The incident has been reported by the Township to law enforcement as required by MN Statute Section 609.456, Subdivision 1. New Business: Motion to approve resolution for liquor license for Sah-Ka-Tay Resort by Richard Baird, Jason Ball second, carried. LLBO New MFIP would like to rent the hall for November 7th- 9th and November 13th – 16th from 9 am – 2 pm for cultural projects. Lunch will served. They want to be able to leave craft projects set up overnight. Correspondence: National Home Security Alliance requested adding their guide to Starting and Growing a Neighborhood Watch to our resource page. Brainerd Lake Area Grant is accepting Grant Applications. Financial Report: October disbursements for Checks #14792 thru #14819 and 3 electronic transfers totaling $24,229.65. These figures include the end of month payroll for September, and mid September for the Police officers, and the bills that were received through 10/09/2018. Road Report: All the ditches have been mowed and look better than ever. Storlie Construction will grade the gravel roads before the snow season. Fire Department Meeting Report: Fire Department will be installing cameras on their building to help prevent graffiti. New building construction has been put on hold for now. Hours of pay for some staff are being reviewed. The department responded to a few calls. Tony South will deliver the “Survey for Fire Chief from Minnesota Association of Townships”. Clerk Report: Worked with attorney on road vacation. In contact with attorney concerning penalties on unpaid withholding taxes.
