Annual Meeting Minutes
Pike Bay Township, March 13, 2018 at 7 p.m. Clerk, Mary Almendinger, called the meeting to order at 7:00 pm followed by the Pledge of Allegiance. Present: Arvin Gieseke, Julie Sproul, Richard Baird, Linda Barsness, Jason Ball, Mary Almendinger, Zeb Hemsworth, and Jeffrey Amey. No additions or corrections to the agenda. Motion to approve agenda by Richard Baird, Jason Ball second, all in favor, carried. Election of Moderator – Richard Baird was elected Moderator Motion to approve Moderator by Jason Ball, Julie Sproul second, carried. The attached report details the approved Levy requests for the years 2007-2017, and the revenue, expenses, and carry over for the year 2007-2016. The 2016 year end cash in bank balances are represented in the bottom right corner. (Attachment #4) 100- General Government - The expenditures in this fund will be used for regularly scheduled maintenance. The levy for this fund is proposed to be $40,000.00. 201- Fire - The Fire Board approved a 2019 budget resulting in a slight increase that will not cause an increase in levy. The levy for this fund is proposed to be set at $32,000.00. 201- Roads & Bridge – (Attachment #6) We have built a reserve in this fund for planned graveling of the roads, depending on cycle approved by road Supervisors and annual crack sealing of our black top surfaces. Toms harbor road is in need of major repair and possibly a resurface in the future depending on severity of problems. Long term goals are to pave Newstrand road and possibly the road we share with Farden Township. The proposed levy for this fund is $42,000.00. 210- Building - The are no anticipated major expenses. We will be requesting bids for some soffit repair and once the snow is gone we will look at the outside condition of the building and see about any caulking around windows and doors and condition of roof shingles. The proposed levy for this fund is $14,000.00. 212- Police – (Attachment #7) The Police Department continues to recognize the fiduciary responsibility it has to the citizens of Pike Bay. Working with board supervisors; this will remain a priority while at the same time providing professional service and maintaining our officer retention goal. Our School Resource Officer is funded through the end of the school year, which will mark the end of the four year COPS Grant and SRO contract with the school district. Our SRO will default to a full time patrol position and a new SRO contract and COPS opportunity would be considered in the future if presented. Police State Aid application has been submitted and an anticipated $20,000+ will be received later in 2018. A $5000.00 grant was received from Enbridge, as well as a truck donation which will replace our oldest patrol vehicle. We will continue to find free or discounted training opportunities, which has helped the department stay under budget in past years. The proposed levy for this fund is $160,000.00. Motion to set 2019 Annual Meeting on 2nd Tuesday in March (March 12th) at 7:00 pm in the Pike Bay Town Hall and alternate Annual Meeting date in case of bad weather on 3rd Tuesday in March (March 19th) at 7:00 pm in the Pike Bay Town Hall by Linda Barsness, Richard Baird second, carried.
