Pike Bay Township Tuesday, April 9, 2019 Regular Monthly Meeting / 7PM The meeting was called to Order by Richard Baird at 7 pm followed by the Pledge of Allegiance. Present: Chair Richard Baird, Vice Chair Linda Barsness, Supervisor Reuben St. Cyr, Supervisor Michael Reyes, Supervisor Ryan Erickson, Treasurer Arvin Gieseke, and Clerk Mary Almendinger. Absent: none Guests: Zeb Hemsworth, Alan Olson from the Cass Lake Times and Deputy Afton Wildes Agenda: Motion to approve agenda by Linda Barsness, Michael Reyes second, carried. Public Comment: none Minutes and Records: Motion to approve minutes of Regular Monthly Meeting held March 14th, 2019 by Linda Barsness, Ryan Erickson second, carried. Old Business: none New Business: Michael Reyes presented information regarding AT & T Cellular Service. Written information will be provided to Zeb Hemsworth to compare with current cellular plan. Motion to allow Zeb Hemsworth to compare plans and make decision for cellular service by Reuben St. Cyr, Ryan Erickson second, carried. Clean Up Day will be held Saturday, May 4th, 2019 from 7 am to 1 pm. Ryan Erickson will handle details. The City of Cass Lake wants to be included and share in the cost. Annual Road Tour Meeting will be held Sunday, May 5th from 1 pm to 3 pm. Northern Dreams Gymnastics Team is requesting a donation for the use of the hall on either May 31st or June 1st to have a spaghetti dinner. The board agreed to adhere to the policy of no donations at this time. Michael Reyes and Reuben St. Cyr will look into investment requirements and opportunities. Correspondence: Region Five Development Commission Newsletter Township Legal Seminars will be held in Wright County, Pine County, St. Louis County or Olmsted County this summer and fall. Minnesota Pollution Control Agency submitted Final Permit for Tom’s Harbor Owners Association Wastewater Treatment Facility. Cass County Highway Department will be setting tubes across roads for counting at some point this spring/summer. They would like to be notified when any construction is scheduled and also be careful when sweeping and mowing since they can harm the tubes. Invitation to attend Pipeline Safety Presentation in Bemidji on April 2, 2019 at 5 pm at Sanford Center. Financial Report: March disbursements for Checks #14994 thru #15024 and 4 electronic transfers totaling $22,914.20. These figures include the end of month payroll for March, and mid-March for the Police officers, and the bills that were received through 4/9/2019. Motion to approve all disbursements except for Storlie Construction invoice by Reuben St. Cyr, Richard Baird second, carried. Motion to approve expenses for Zeb Hemsworth to attend Street Survival II Training by Linda Barsness, Reuben St. Cyr second, carried. In case of an emergency involving Chief Hemsworth; Chair Richard Baird and Vice Chair Linda Barsness will be notified. Road Report: Richard Baird reported that we had four snow events in the past month. Storlie Construction will be contacted concerning the requirement of submitting a detailed invoice. Statute 471.38 sets the standard. Fire Department Meeting Report: No report to present. Clerk Report: Sarah Sonsalla, tax attorney, spoke with IRS in October and was told it would be a minimum of 90 days before they would respond. She believes that the government shut down may have put them behind. Board suggested that we ask her to follow up with the IRS. Prepared and submitted 2020 Township Tax Levy Certification to Cass County. Completed getting signatories for all bank accounts and CD’s. Obtained formula to calculate cost per mile for each road expense. Researched information regarding updating our website. Mary Almendinger and Reuben St. Cyr will meet with Milt Lee, current website manager. Prepared materials for Miller McDonald to file 941 Quarterly reports. Working Session: Board to review bank statements to reconcile will be done when meeting reconvenes on May 14th at 6:30.
