April 11, 2017 Regular Monthly Meeting / 7PM
 
Present:  Jason Ball, Linda Barsness, Richard Baird, Milt Lee, Tony South, Arvin Gieske and Mary Almendinger
 
Guests:  Zeb Hemsworth, James Jones and Bill Connor
 
Call to Order and Pledge of Allegiance:   Meeting called to order by Tony South at 7 pm.
 
Agenda:  Motion to approve agenda by Milt Lee, Richard Baird second, carried
 
Minutes and Records:
Motion to approve minutes of Regular Monthly Meeting March 15th, 2017 by Richard Baird, Milt Lee second, carried
 
Old Business: 
Annual Clean-up Day scheduled for May 6, 2017.  American Disposal has been contacted and arrangements taken care of.  Dave Wittner will have logging truck available.  Ad in Cass Lake Times starting April 19th and running for 3 weeks.  All board members will be available to help from 7 am thru 1 pm.  Contact Harlon Muller to haul tires. 
 
Research setting up township website.  Milt Lee is willing to set up website and will provide an estimated cost at the next board meeting.  Necessary to comply with conflict of interest requirements.
 
New Business:
James Jones to discuss an issue with a township road that goes through his land.  After identifying road location it was determined that it is not a township road.  Champion has an easement thru James Jones property and he will need to contact them regarding closing off the road to thru traffic.
 
Motion to approve New Clerk Training in St. Michael for deputy clerk.  Cost is $30.00 plus travel expenses.  Motion by Richard Baird, Jason Ball second, carried
 
Review bid for painting interior of hall.  Clerk attempted to obtain 3 bids; however only one bid was obtained.  Motion to accept bid by Richard Baird, Milt Lee second, carried.
 
Review bid for repair of floor tile.  Since color of sample tiles did not match existing this item was tabled until matching tiles can be found.
 
Decide how to use 2015 health insurance settlement.  The settlement is for $2,004.00.  It can be deposited into general funds to offset future increases or it can be refunded to participants.   Refunds to participants are taxable.  Most agencies deposit to general fund.  Linda Barsness made a motion to deposit money into general funds, Tony South second, carried
 
Clerk will be gathering information to make various policies and resolutions that are necessary.

Financial Report:

April disbursements for Check # 13547 thru # 13583 and 3 electronic transfers totaling $32,234.75.  These figures include the end of month Payroll for March, and mid April Payroll for the Police officers, and the bills that were received through 4/11/2017.

Police Report: See Attached report-
 
Road Report: 
Richard Baird drove roads twice in March.  He indicated that most roads were recently bladed and are in good condition.
 
Full board road inspection set for April 30, 2017 at noon.  Board to observe roads that need sweeping, crack sealing, ditches needing brushed, signs, culverts and make recommendation for repairs.
 
A decision will be made concerning Chloride Placement Program and reported to Cass County Highway Dept. by May 15, 2017.
 
Fire Department Meeting Report:
Tony South reported that budget for Fire Department was in good shape.  Fire hydrants will be checked in May.  There are several upcoming fund raising projects including a Walleye Tournament, a Grouse Hunting Tournament and a Golf Tournament.  Next meeting will address a possible change to the Joint Payers Agreement.  A motion to change from a 5 year notice to withdraw to a 2 year notice to withdraw will be on the agenda.  Permits to burn are required.  They can be purchased on-line.
