Tuesday, August 13th, 2019
Regular Monthly Meeting / 7PM


Richard Baird, Chair, called the meeting to order at 7 pm followed by the Pledge of Allegiance.


Roll Call: Richard Baird, Linda Barsness, Reuben St. Cyr, Michael Reyes, Ryan Erickson, Arvin Gieseke, Treasurer and Mary Almendinger, Clerk


Absent: none


Guests: Zeb Hemsworth, Alan Olson-Cass Lake Times, Billy Conner (came later)


Agenda: Motion to approve agenda by Linda Barsness, Richard Baird second, carried.


Public Comment: none


Minutes and Records:
Motion to approve minutes of Regular Monthly Board Meeting held July 9th, 2019 by Reuben St. Cyr, Michael Reyes second, carried.


Old Business: none


New Business:
Motion to approve investing CD that will mature on September 5, 2019 from Riverwood Bank at the best rate available by Richard Baird, Linda Barsness second, carried.


Motion to approve Corporate Authorization Resolution with Security State Bank by Linda Barsness, Reuben St. Cyr second, carried.


Motion to approve bid for building repairs totaling $640.50 from Rijo Enterprises, Inc. by Mike Reyes, Linda Barsness second, carried.


Cost to replace plastic tables from Clem’s: 8 foot table $99.99 and 6 foot table $64.99. Mocha color only. More estimates will be obtained.


Correspondence:
Registration is now open for the Board of Appeal and Equalization online training.


Great River Road Headwater’s- Northwoods Region announced that Sally Fineday has been elected to represent the Lake Itasca to Grand Rapids Region for a two year term.


Noxious Weeds Workshop is Wednesday, August 21st, 2019 from 1 pm to 4:15 pm at Walker Area Community Center in Walker, MN. Richard Baird and Linda Barsness will be attending.


District 11 Meeting will be held Wednesday, August 21st, 2019 with registration at 5:30 pm. MAT Staff will be available for legal questions at 5 pm.


Correspondence continued:
Minnesota Board of Peace Officer Standards and Training (POST Board) conducted a review of the Pike Bay Police Department on July 10, 2019. The Police Department passed the review after a comprehensive review of the records concerning mandated employee training and department policies.


Northwest Service Cooperative reported that an Executive Order on Health Costs to Affect Employer Health Plans.


Emergency Management asked about reportable damages on the August 5th, 2019 storm.


Senior Living Help assists Minnesota senior citizens, their family members and caregivers in finding appropriate senior living and care facilities. Many elderly adults are no longer able to be cared for at home, so finding a senior living facility with caring and loving staff becomes necessary


Financial Report:
August disbursements for Checks #15135 thru #15150 and Checks #14151 thru #14171 and 4 electronic transfers totaling $22,954.21. These figures include the end of month payroll for July, and mid-July for the Police officers, and the bills that were received through 8/13/2019. Checks #15144 and #15147 were voided.

Police Report: See attached report.
Ryan Erickson made a motion to meet with the tribal council at a future date to discuss the Cooperative Law Enforcement Agreement; Reuben St. Cyr second, carried.


Ryan Erickson made a motion to continue pre-employment investigations for the available position in the police department; Reuben St. Cyr second, carried. Continue moving forward as necessary.


Richard Baird made a motion to adopt the Sexual Assault Investigation Policy as presented; Reuben St. Cyr second, carried.


Road Report:
Richard Baird reported that chloride is down and roads look good. Second mowing will start soon.


Fire Department Meeting Report:
Michael Reyes reported that the new Rescue Truck has been ordered. A new revised agreement will be presented soon.












Clerk Report:
Met with Arvin Gieseke, Treasurer at Riverwood and Security Bank to invest CD.


Worked on Road Sign Inventory Sheet.


Submitted 2nd Quarter filings.


Request to resubmit 1095B to IRS completed.


Completed PICORI filing and submitted IRS Form 720 Quarterly Federal Excise Tax Return.


Completed report to Cass County regarding Presidential Nominating Primary.


Worked with custodian to oversee building repairs and met with contractor’s to obtain bids for repairs.


Working Session:
Board to review bank statements to reconcile. Linda Barsness made a motion to approve reconciling of bank statements; Reuben St. Cyr second, carried.
