Pike Bay Township Tuesday, June 11th, 2019 Regular Monthly Meeting / 7PM Richard Baird, Chair called the meeting to order at 7 pm followed by the Pledge of Allegiance. Present: Richard Baird, Linda Barsness, Michael Reyes, Reuben St. Cyr, Ryan Erickson, Arvin Gieseke, Treasurer and Mary Almendinger, Clerk Absent: none Guests: Zeb Hemsworth, Alan Olson-Cass Lake Times Agenda: Motion to approve agenda by Reuben St. Cyr, Michael Reyes second, carried. Public Comment: none Minutes and Records: Motion to approve minutes of Reconvened Regular Monthly April Meeting held May 14th, 2019 at 6:30 pm by Linda Barsness, Richard Baird second, carried. Motion to approve minutes of Regular Monthly Board Meeting held May 14th, 2019 by Reuben St. Cyr, Michael Reyes second, carried. Old Business: Road items to review and/or make arrangements for: *Estimates for brushing Newstrand Road and road adjacent to Cass Lake Lodge. - Tabled *Chloride update – Richard Baird will contact Knife River to get on their schedule. *Contact Wilkenson Township regarding the boom trimming for trees on Wilkenson Road – Mary Almendinger will contact Larry Martinson to discuss. Motion to renew contract agreement with U. S. Forestry Service to plow Pike Bay Loop Road by Ryan Erickson, Reuben St. Cyr second, carried. Reviewed Cass County Resolutions involving Pike Bay Trail. Mary Almendinger will contact Cass County to see who is responsible to maintain. Motion to approve renewed Road Sign Policy by Linda Barsness, Michael Reyes second, carried. Updates on the following: *Spreadsheet for itemizing individual road repair costs - Tabled *Sign inventory spreadsheet – Ryan Erickson updated existing inventory spreadsheet. *Sign removal at Tom’s Resort corner to be removed by Ryan Erickson. New sign will be considered. New Business: No motion to approve bid of $563.04 to paint parking stripes on township parking lot. Board decided against. Motion to approve Resolution for Cass Lake Lodge liquor license by Richard Baird, Linda Barsness second, carried. New Business continued: Motion to approve Permit Approval from Century Link regarding permission to place, construct and maintain telephone utility along or across 61st Avenue and 167th Street (Tom’s Resort Road) by Ryan Erickson, Michael Reyes second, carried.. Motion to approve the purchase of a new Rescue Truck for the Cass Lake Fire Department by Michael Reyes, Richard Baird second, carried. Motion to approve officials and officers to attend MN Association of Township Summer Specialized Training. Cost is $50 (pre-registered) plus travel expenses by Michael Reyes, Linda Barsness second, carried. Training will be held at Breezy Point June 26, 2019 7:30 am – 12:30 pm Motion for use of the Town Hall for election training on November 1st, 2019 sponsored by City of Cass Lake by Richard Baird, Linda Barsness, carried. Motion to agree with 2018 Population and Household Estimates for MN State Demographer by Richard Baird, Michael Reyes second, carried.. Inspect building for necessary repairs. - Tabled Correspondence: Letter of support for Zeb Hemsworth. (attached) MN Mississippi River Parkway Commission is taking applications for assistance in planning projects. Financial Report: June disbursements for Checks #15069 thru #15099 and 4 electronic transfers totaling $19,588.72. These figures include the end of month payroll for May, and mid-May for the Police officers, and the bills that were received through 6/11/2019. Check #15085 to Blue Cross Blue Shield for $524.50 was voided. (Bank draw) Motion to approve disbursements as presented by Michael Reyes, Linda Barsness second, carried. Motion to proceed with hiring procedure to include background investigation for a new officer by Reuben St. Cyr, Michael Reyes second, carried. Road Report: Richard Baird plugged a sink hole on Richards Road. Pipe that is causing the sink may need to be removed in the future. Chloride will get scheduled for July. Richard Baird will look into additional estimates for necessary road work. Fire Department Meeting Report: No meeting to report. Clerk Report: Sarah Sonsalla, tax attorney, has a feeling that we won’t hear from the IRS and the statute of limitations will run out. She will let us know if she receives any further information from them. Drew up and implemented Construction Contract with the City of Cass Lake and obtained Certificate of Insurance for road sweeping. A thank you note will be sent to show our appreciation. Completed Construction Contract with Storlie Construction. Updated Certificate of Insurance for PBF Specialty Mowers, Inc. Worked on determining status of stop sign on Newstrand Road. Billed City of Cass Lake for Clean Up Day.
